Bulletin of the Disability Council NSW April 2012

Dear Recipient,

Hello again, and welcome to this edition of i-CONTACT. These are interesting times with the Prime Minster’s announcement about the Federal Government’s intention to start rolling out the National Disability Insurance Scheme a year earlier than recommended by the Productivity Commission.

This edition refers to Minister Constance’s launch on Tuesday 24 April of a discussion paper and further consultations about person centred approaches. The Living Life My Way discussion paper and associated documents provide important insights into the views of people with disabilities, their families and carers about person centred approaches. The NSW Government is now again seeking views about its plan for changing the way disability services are provided as part of further consultations, with a number of specific questions: click here.

I’m now trying to fantasise about what my life might be like if person centred planning was available to me. It’s hard to do, because I’m too used to living with the limitations imposed on me (socially imposed?) because of my disabilities. The difficulties I have in dreaming of a life with more possibilities tells me how important capacity building will be for people with disability to help with planning for a good life for themselves.

Chair's Introduction by Cain Beckett
Cain BeckettFirstly this month, I shine the spotlight on the work of one of our Council members, Unis Goh, who delivered an address at the 2nd Annual Conference on Culturally and Linguistically Diverse Communities in April. The speech is available on the Council's website.

Whilst I should confess the bias that my Dad and his half of my family counts English as their fourth of fifth language, Unis reminds us that for many, disability creates even more barriers than those which already exist due to the mosaic of language, culture and backgrounds which define Australia. The changes taking place at the moment in policy, funding and service provision provide a great opportunity to bridge some of that gap at the same time, so I hope we can take advantage of it.

Unis GohDisability & the CALD community: From exclusion to inclusion

Unis has been a Council member of the Disability Council NSW since 2011.

I represented the Council in speaking at the 2nd Annual Conference on Culturally & Linguistically Diverse Communities 2012, on 17 April at the Sydney Harbour Marriott Hotel Circular Quay.

I was very honoured to be a speaker at this national conference, where I was able to highlight the challenges and the opportunities in removing barriers to social inclusion in a forum with many CALD practitioners and international scholars. The conference has a high attendance of participants from health care services, multicultural centres, and transcultural & language services.


National Disability Insurance Scheme to Launch in 2013
Person with disability imageA National Disability Insurance Scheme will start in Australia from July 2013 in up to four locations across the country.

From mid 2013, about 10,000 people with significant and permanent disabilities will start to receive support.

By July 2014, that figure will rise to 20,000 people.

COAG affirms commitment to a National Disability Insurance Scheme
The Commonwealth and all States and Territories reaffirmed their commitment to a National Disability Insurance Scheme. They recognised a growing need to support the most needy and vulnerable people in the community, and that for many, lifetime support for income, accommodation and services is a necessity.

COAG also acknowledged that change can only be achieved, step by step, over a number of years. In particular, current services and support must be maintained through any transition period. Also, it is essential that the support of family members, friends and volunteers is maintained.

 Discussion Paper launched by NSW Government
Minister Constance at launch of final consulation of Living Life My WayMinister for Disability Services, Andrew Constance, has described the O’Farrell Government’s reforms to disability funding as a critical building block towards a National Disability Insurance Scheme.

On Tuesday 24th April, Mr Constance joined over 400 people at Allphones Arena, Sydney Olympic Park, for the launch of the final stage of consultations on individualised funding.

“Today kicks off the final stage of Living Life My Way - the most extensive consultation process ever undertaken by the NSW Government involving disability services,” Mr Constance said.
